``One too many'' (editorial, May 15) about the Virginia Beach amphitheater and how it overcame ``a double whammy'' was interesting, but it could have been even more interesting if you had illustrated how it had actually overcome a triple whammy. The facts that the city's soil is not suitable for a subterranean structure containing people and that the city already has one such facility on one of its military reservations are easy to excuse if council members want the thing enough. Just ignore them.
The wisdom of building a huge outdoor entertainment facility in a city which experiences several violent thunderstorms per week during the summer months - a season which may be desirable for using an auditorium of this sort - may not so easily be justified.
On the other hand, whenever it cannot be used for entertainment purposes, the facility could double as that freshwater reservoir Virginia Beach so desperately needs.
