Public hearings
On the application of Hampton Boulevard Car Wash and Deli for a change of zoning from I-3 (General Industrial District) to conditional C-2 (Corridor Commercial District) on property at 2700 Hampton Blvd. Withdrawn.
On the application of Frank W. Everette, by Kenneth B. Wills, attorney, for a change of zoning from R-13 (Moderately High Density Multiple Family) to conditional C-2 (Corridor Commercial) on property at 3011 Granby St. Referred back to the Planning Commission.
On an ordinance authorizing the city to enter into a guaranty agreement with the Hampton Roads Regional Jail Authority and the cities of Newport News, Portsmouth and Hampton, in connection with the issuance by the authority of its note, which it plans to issue for no more than $7 million to finance part of the architectural, engineering and other project-development expenses of a regional jail for Norfolk, Newport News, Portsmouth and Hampton. The ordinance further authorizes the jail authority to buy the land for the project, in Portsmouth, for about $2 million. The guaranty agreement will obligate the city to pay its pro rata share of 31 percent, or not more than $2.17 million, plus interest, of the principal amount of the authority's note. Approved, 5-2; Riddick and Collins voted no.

An ordinance granting permission to Ted Woodby and Barbara Ann Woodby to encroach into the city's drainage easement at the rear of 5324 S. Cape Henry Ave., subject to certain conditions. Adopted.
An ordinance creating and deleting positions in various city departments and amending the city's Compensation Plan. Adopted.
An ordinance approving the Consolidated Plan (fiscal years 1996 through 2000), including the fiscal '96 Annual Plan; approving the applications for Community Development Block Grant, Home Investment Partnership Program and Emergency Shelter Grant program funds; appropriating $7,248,000 in block grant funds, $1,855,000 in home-investment grant funds and $237,000 in emergency shelter grant funds; and authorizing the appropriate city official to do all things necessary to receive the funds and carry out the programs.
