A FEAST OF FESTS HARBORFEST SEAWALL VIVA ELVIS

``H'' is for the hot and humid weather. ``A'' is for the aroma of corn dogs in the air. ``R'' is for the roar of the fireworks-watching crowd. ``B'' is for the ice-cold brews we'll drink there ... .

Ah, go ahead and make up your own ditty to fit Harborfest. To us, it's simply Hampton Roads' primo party weekend.

The fun all happens at the waterfront in downtown Norfolk. To double the fun, there's the Portsmouth Seawall Festival right across the Elizabeth River.

And out at the Virginia Beach Oceanfront, they'll honor The King with the Viva Elvis celebration. THE SHIPS

The Harborfest Parade of Sail, with its tall ships and armada of more than 100 other pleasure craft and military vessels, signals the colorful opening of what has become Hampton Roads' major weekend party. Leading the noon Friday parade as it passes in front of Norfolk's Town Point Park will be a fire boat spraying colored streams of water. The tall ships in this year's flotilla include four topsail schooners: the Alexandria, Bill of Rights, The New Way and Bonnie Rover. The military will be represented by the Normandy (Norfolk-based guided missile cruiser) and three Coast Guard cutters. The tall ships will be docked next to Waterside and open for public visitation (hours will be posed by each ship). You'll find the Normandy all weekend at Nauticus International Pier.

Heavy on country and oldies, this year's Harborfest musical lineup continues on the wholesome track. There's good stuff to be heard, though. Some notable names include:

New Orleans' Radiators (7 p.m. Friday), whose blend of bayou R&B and rock has won them a following over several years and several albums. Up-and-coming country hunk Daron Norwood, a radio favorite here for the past year or so, closes Friday's festivities with an 8:30 p.m. performance.

Among Saturday's highlights are Wayne Toups and Zydecajun, whose name about explains it all (2:30 p.m.); Joy Lynn White, whose ``Wild Love'' was one of last year's meatiest (and most rockin') country albums (5 p.m.); and James House, another recent arrival on the mainstream country scene (8 p.m.). Who knows who'll be singing in the groups of Platters, Drifters and Marvelettes due at 5:30 p.m.

Acoustic folk-rockers BS&M play at 2 p.m. Sunday, while the Guess Who (4 p.m.) and country's ``Should've Been a Cowboy'' hitmaker Toby Keith (4:30 p.m.) wind down the music for another year.

Note to all vacationers, travel writers and alien explorers: Virginia Beach isn't always saturated with sunglasses and sideburns. Today through Sunday the Oceanfront hosts ``Viva Elvis - Elvis is Everywhere,'' a celebration of the King.

This festival of Presleyness will feature impersonators of various ethnic origins, ranging from Dennis Wise and Steve Summerfield to El Vez and the Eastern Shore's own Black Elvis. Civilians will aspire to pelvic greatness in today's Elvis Karaoke competition. Kings will strut in Saturday morning's Elvis Parade and fall from the sky as A Flock of Elvi.

Should the real Elvis Aron Presley turn up, he will be handed a $1 million check for donation to his favorite charity. The actual Elvis will at least be seen on screen, in free showings of the films ``Viva Las Vegas,'' ``Clambake'' and ``Jailhouse Rock.''
