BATTENBURG CUP TO BARRY: The Norfolk-based guided-missile destroyer Barry has won this year's Battenburg Cup, presented annually to the Atlantic Fleet ship or submarine with the greatest accumulation of crew achievements. Considered the top ship in the fleet, the award is a symbol of operational excellence. Other finalists, nominated as best all-around within their commands, were the fast attack submarine Scranton and carrier George Washington, both also based in Norfolk.
SUMMER YOUTH PROGRAM: Norfolk Naval Base is hosting 32 young men in the first ``Yes We Can'' summer youth program beginning this week, providing 12- to 15-year-olds a two-week camp-life experience. The pilot program for the naval base is designed to provide an environment where youths learn to work together. They will attend workshops on goal-setting, health and hygiene, and careers, plus visit ships and other facilities. A second group is planned for 12- to 15-year-old females July 30 through Aug. 11.

SHIP ARRIVAL
The guided-missile frigate Klakring arrived Tuesday at its new home in Norfolk following its relocation from Charleston, S.C., as a result of base closures decided in 1993. Commanded by Cmdr. Stephen A Hill, the Klakring has a crew of 16 officers and 198 enlisted personnel. It brings to Hampton Roads $7 million in annual salaries, plus approximately 90 new families.
CHANGE OF COMMAND
Capt. Earl J. Fought relieves Capt. Chuck Mulroy on Friday as commanding officer, Fleet Combat Training Center, Atlantic, at Dam Neck in Virginia Beach. Fought's most recent assignment was as assistant chief of staff for requirements and assessment on the staff of the Atlantic Fleet Surface Force. Mulroy is being reassigned to San Diego, where he will be chief of staff for Carrier Group One.
Navy Cmdr. Robert W. Ryan is relieving Cmdr. Jack E. Frazier as commanding officer of Carrier Airborne Early Warning Squadron 123 at the Norfolk Naval Air Station. Frazier is being transferred to the carrier Theodore Roosevelt as combat direction center officer. Ryan previously served as executive officer of the E-2C Hawkeye radar plane squadron.
Navy Lt. Cmdr. G. W. ``Bill'' Davidson relieves Cmdr. W.R. Anderson as officer-in-charge of Weapons Training Group Detachment Norfolk. Davidson reports from Strategic Weapons Facility, Pacific. Anderson retires with 22 years of service.
Coast Guard Lt. Keith M. Smith relieves Lt. Christopher P. Scraba as commanding officer of Tactical Law Enforcement Team North in Portsmouth. Smith's last assignment was as operations officer at Coast Guard Group Woods Hole, Mass. Scraba is being reassigned to Key West, Fla. as commanding officer of the patrol boat Padre.
