WHEN THE WIND WHIPS across the Elizabeth River this morning, it'll catch the canvas of a fleet of eight visiting tall ships, announcing the beginning of the America's Sail '95 Tall Ship Festival.

The parade of sail reaches Town Point Park at 11 a.m. today. Along with the tall ships, representing Venezuela, Uruguay, Belgium and the good ol' U.S.A., there'll be some more familiar sailing vessels like the American Rover, Norfolk Rebel, Skipjack Norfolk and Wan Foo. It's all in preparation for a race from Norfolk to New Haven, Conn., beginning Monday. In the meantime there'll be dockside festivities including public visitation of the tall ships (2 p.m. to sunset today, 10 a.m. to sunset Saturday and Sunday) and dockside parties along the Norfolk downtown waterfront (8 to midnight tonight through Sunday). 441-2345.

THE 28TH ANNUAL Hampton Jazz Festival grooves on with sets tonight, Saturday night and Sunday afternoon at Hampton Coliseum.

Tonight's bill includes Gladys Knight, Earth, Wind & Fire and Grover Washington Jr. On Saturday, Al Jarreau, George Benson and Jazz Explosion featuring Patti Austin and Gerald Albright take the stage. It winds up Sunday afternoon with the big guns - Ray Charles, Duke Ellington Orchestra, Cleo Laine and John Dankworth and Barry White.

The bad news is that all concerts are sold out.

CRISFIELD, MD. WILL look like a mini-Nashville during the Tangier Sound Country Music Festival. Five big acts Saturday, four on Sunday.

The first set of Eastern Shore hitmakers are Neal McCoy, Faith Hill, The Mavericks, the brother-sister duo of John & Audrey Wiggins, and John Michael Montgomery - who will also be at the Naval Amphibious Base Sunday.

Sunday stars are Brooks and Dunn, Martina McBride, John Berry and Russ Taff. The cost for both days is $40 for adults, $10 for children. Single day passes are $24 and $5. Gates open at 9 a.m. for those who want to squeeze to the front and stay put.
