CITY COUNICL ACTIONS

The City Council took the following actions at its meeting Wednesday:

Consideration of ordinances for the Capital Improvements Budget, Phase I, for Fiscal Year 1995-96 through Fiscal Year 1999-2000.

An ordinance to appropriate $11,015,000 for the Fiscal Year 1995-96 Capital Improvements Budget, Phase I. First reading.

An ordinance authorizing the issuance and sale of up to $10,500,000 General Obligation Bonds, Series 1995, by the City of Suffolk, Va., and establishing the terms and details thereof for the acquisistion, construction and equipping of certain general capital improvements. First reading.

The council considered several capital improvement projects for funding, including the Eastover sewer design and construction; a northern sewer extension on Nansemond Parkway; and design and construction of a sewer project on White Marsh Road. First reading.

The city is also considering funding a $291,000 study of how to retrofit local elementary schools for air-conditioning; a $7.8 million expansion at Oakland Elementary School and construction of a new elementary school in northern Suffolk; and $2.9 million for acquiring land for the city's proposed courthouse complex in Downtown Suffolk. First reading.

B. Consideration of Rezoning Request RR6-95 (Conditional) for rezoning property from R-2, Low-Medium Density Residential to R-6, Medium-High Density residential (Conditional) to allow for a temporary care/emergency shelter for children ages 4-10 who have been placed in the care of the Department of Social Services or some other licensed foster care agency. Denied 5-2.

C. Consideration of Conditional Use Permit Request C4-95 for a temporary care/emergency shelter for children ages 4-10 who, for reasons of abuse or neglect, have been placed in the care of the Department of Social Services or some other licensed foster care agency. Not considered after attached rezoning request was voted down.

D. Consideration of Rezoning Request RR-12-95 for rezoning approximately 15.2 acres of land area from RR-Rural Residential to M-2, Heavy Manufacturing for the continued use of a sawmill and the operation of a mulch processing business. Approved 5-2.

E. Consideration of Conditional Use Permit Request C8-95 for the placement of an office trailer at 2480 Pruden Blvd. at the offices of Family Medicine Associates. Approved 7-0.

F. Consideration of Variance Request V2-95, requesting a variance as provided for in Section 25.9-2-3 of the city's Subdivision Ordinance which allows the construction of a single-family dwelling on an existing lot of record with no frontage on a publicly dedicated street. Approved 7-0.

G. Consideration of Variance Request V3-95, for a variance in accordance with Section 25.9-2-4 of the Subdivision Ordinance that allows the creation of one lot without road frontage on a state-maintained road surrounding a single-family house that was constructed prior to the effective date of the Subdivision Ordinance. A motion was made and approved to amend the ordinance to take the variance request all the way to the road and dedicate 10 feet of right of way. Approved 7-0.

H. Consideration of an ordinance to establish accessory apartments as conditional uses in all residential and agricultural districts. Approved 6-1.

I. Ordinance amending Section 18-11.1 of the Suffolk City Code Prohibiting Public Nudity. Second Reading. Approved 7-0.

J. Consideration of an ordinance amending the Code of the City of Suffolk to adopt by reference the provisions and requirements of certain motor vehicle and traffic laws of the commonwealth. Approved 7-0.

A. An ordinance appropriating a $118,190.10 FAA grant - Second Reading. Approved 7-0.

B. An ordinance appropriating $50,000 to conduct a study of combining certain city/school operations - Second Reading. Approved 7-0.

C. An ordinance accepting and appropriating additional funds from the State Compensation Board - Second Reading. Approved 7-0.

D. An ordinance amending the Code of the City of Suffolk, Va., to incorporate changes to the Code of Virginia, effective July 1, 1995. Approved 7-0.

E. An ordinance accepting and appropriating a grant award of $3,000 from the Virginia Department of Emergency Services for ``Exercise Display Select '95.'' First Reading. Vote will be taken after second reading.

A resolution requesting the Virginia Department of Transportation to include Pelican View Court, Pelican Crescent South and Pelican Crescent North in the Burbage Lake Village subdivision into the state Secondary Road System. Approve 7-0.

A resolution requesting that the Virginia Department of Transportation make the necessary repairs and improvements and perform routine maintenance to Monticello View Road. Approve 7-0.

C. Resolution declaring that a public necessity exists for the construction and maintenance of four-lane divided roadway and associated permanent and temporary easements, in and on certain real estate owned by Robert E. Griffin et al., and to authorize the taking of said real estate by condemnation. Approved, 7-0.

D. Resolution requesting the Commonwealth Transportation Board to return the Route 58 Southwest Bypass back to its original schedule and accelerate the stated objectives in the fiscal year 95-96 Six Year Improvement Program. Approved, 7-0.

A. Consideration of a policy to pay 50 percent of health insurance rates for city retirees. The council asked the city manager to report back to them on the costs of this motion.

B. Consideration of a memorandum of understanding concerning the Holland water tanks. Approved 7-0.

C. Consideration of a memorandum of understanding with the School Administration pertaining to a shared Fleet Maintenance Facility. Approved 5-2.

D. Establish a City Council Work Session for Wednesday, July 5, at 4:30 p.m. unless cancelled. Approved 7-0. MEMO: City Council meetings are telecast live beginning at 7 p.m. on Municipal

Access TV/Channel 13 on Falcon Cable. Telecast is repeated at 10 a.m.

and 7 p.m. Thursday through Sunday. The work session on the fourth

Wednesday is taped and aired at 10 a.m. and 7 p.m. the following

Thursday through Sunday.
