A General District Court judge ruled Friday that city officials must release by next week a study that looks into whether Chesapeake's voting system is racist.
The city attorney's office had wanted to keep the study's results secret for an unspecified time, until it could be filed with the U.S. Justice Department.
The city plans to appeal a Justice Department ruling from a year ago that the city's system of at-large voting for City Council elections showed a pattern of racial polarization, and therefore at-large elections for the School Board would not be allowed.
A representative of the Chesapeake Taxpayers' Association, which has protested the city's plans to take on the Justice Department, sued to get the results of the study. by CNB
