FIRST BLACK LIEUTENANT SWORN IN

The first black officer to hold the position of lieutenant in the Police Department was sworn in Wednesday.

Kelvin L. Wright will become the highest-ranking black officer in the department, when his promotion becomes effective July 16.

Wright is a 13-year veteran of the department and a graduate of the Southern Police Institute.

Wright was promoted to sergeant in 1992 and is assigned to the special investigations division of the department.

Other officers promoted were: John LeFebvre, sergeant; Martin Williams, sergeant; Rafael ``Tony'' Torres, sergeant; Johnny Day, lieutenant; William Spruill, captain; and Louis Tayon Jr., major. by CNB
