An aggressive cost-cutting campaign by Virginia Power is under way with plans to lay off 130 jobs from engineering and other technical services for its non-nuclear power plants. The cuts, in the Richmond area, will save the company about $8 million a year but is only a fraction of the $86 million in annual savings the utility says it needs from the fossil and hydroelectric division in the next three years. Layoffs also are likely at the nine fossil and hydro power plants the utility operates in three states.
