CITY COUNCIL ACTIONS - PORTSMOUTH

The City Council took the following actions at its public hearing Monday:

Northside Neighborhood: Rezoning application of the Ambassador Club to rezone property at 364 Peninsula Avenue from Residential Multi-Family RM-60 and Residential RM-75 to Commercial C-2-K.

Approved, 7-0

Churchland Neighborhood: Application by Development Options, Inc. to rezone 5601 High Street from Commercial C-2-K Conditional, Office Residential OR-75-K Conditional, Residential RM-75-K Conditional to Commercial C-2-K Conditional.

Approved, 5-2; Martin and Robinette opposed

Truxtun Neighborhood: Application by Donald Baker and James Tinnell to rezone 2200 Frederick Boulevard from Commercial C-1 to Commercial C-2-K.

Approved, 7-0

Parkview Neighborhood: Use permit request of Shirley F. Hines and John W. Hill to operate a private school at 1012 Blair Street.

Deferred until July 25

Truxtun Neighborhood: Use permit request of Suzette Forbes to operate a residential care facility at 3229 Knox Street.

Approved, 7-0

Highlands Neighborhood (Cradock): Use permit request of Italian American Social Club to operate a membership club at 4010-4018 George Washington Highway.

Denied, 4-2-1; Clemmons and Griffith opposed; Martin abstained

Comprehensive Plan Amendment: Churchland Neighborhood: An amendment to the Land Use Plan of the city recommending Parks and Open Space at 4510 Twin Pines (Borrow Pit site). Other sections of the plan including, but not limited to Parks and Open Space, deferred from the Public Hearing meeting of May 8.

The City Council took the following action at its meeting Tuesday:

Ordinance to close a number of streets and private lanes on the site of the proposed Hampton Roads Regional Jail. The closure of these streets and private lanes will permit the sale to the Hampton Roads Regional Jail Authority.

Approved, 6-1; Clemmons opposed

Motion to transfer $108,757 from the Grants Contingency Account to purchase protective clothing, breathing apparatus, and other firefighter equipment. These funds have been allocated by the Fire Programs Fund. No local cash match is required.

Approved, 7-0

Motion to transfer $57,227 from the Grants Contingency Account to implement a Home Electronic Monitoring Program. This program is designed to allow selected inmates who would otherwise be incarcerated in a more expensive overcrowded jail environment to serve their sentence in a supervised home and work environment. No local cash match is required.

Approved, 7-0

Motion to transfer $28,364 from the Grants Contingency Account to continue the Community Diversion Incentive (CDI) Program. This program is designed to provide supervision, treatment and rehabilitation services for nonviolent, adult offenders. The Department of Criminal Justice Services has authorized interim funding for the CDI Program. No local cash match is required.
