Mayor Roy Harrell is not going to run for re-election in Edenton this year.
But he is going to run for a town council seat from the 2nd Ward.
Harrell, 64, whose plans have kept Edenton's political observers guessing, filed for the 2nd Ward seat on Thursday against Don Latham, 41, who was appointed to the seat in 1993.
Latham filed for re-election Wednesday. Latham said Harrell had urged him to run for a 2nd Ward council vacancy in 1991. Latham subsequently was defeated but later won the seat by council appointment.
Harrell would say only that he wanted to give ``other people an opportunity to serve the town in the mayor's capacity.''
He said Latham was a ``good friend.''
Harrell, no stranger to controversy, has been involved most recently in a squabble with the council over sale of some land at the local airport. The mayor wanted to sell the land for about $70,000, but the council ended up with a $46,000 figure.
