USAir, the dominant carrier at Norfolk International Airport, announced Monday that it is cutting fares for transcontinental travel between Sept. 5 and Oct. 31 by $20 to $100. To qualify for the reduced fares, passengers must purchase tickets by July 24 and stay over a Saturday night. Travelers may be able to save $10 more on some so-called ``red-eye'' overnight flights.
