WEEKLY BRIEFING

NAVAL EXERCISE: More than 18,000 service members from each branch of the armed forces, including members of the Norfolk-based carrier America battle group and amphibious assault ship Wasp amphibious ready group, are participating in Joint Task Force Exercise 95-3 through July 24. The maneuvers, off the East Coast, are designed to test readiness and enhance training of joint operations.

NNOA SPONSORS YOUTH PROGRAM: The National Naval Officers Association will sponsor a daylong program for 450 area youths on Thursday, beginning at Norfolk State University with workshops, continuing with visits to ships, submarines and aircraft at area facilities and ending with a cookout at Fleet Recreation Park.

NEW BOATING POLICY: A new 5th Coast Guard District allows abbreviated safety boardings on recreational boats displaying a Seal of Safety decal. The decal signifies a boat has passed a Coast Guard Auxiliary courtesy marine examination. For boats displaying the decal, boarding officers will normally limit their inspection. 50th ANNIVERSARY: The Operational Test and Evaluation Force, headquartered in Their ship will temporarily relocate to the Newport News Shipyard on Monday for overhaul.

COMINGS & GOINGS

CHANGE OF COMMAND:

Navy Capt. Theodore R. Morandi relieved Capt. John C. Bucelato Friday during the last change of command for Norfolk Naval Aviation Depot, which has been ordered closed by September 1986. Morandi, who has been NADEP's executive officer since June 1994, becomes the depot's 14th commanding officer. Bucelato reports to the Atlantic Fleet staff as deputy for regional maintenance.

Capt. Robert D. Moser relieves Capt. Francis J. McCaffery as commanding officer of the Fleet Training Center, Norfolk. McCaffery is retiring after 27 years of service. Moser comes from the Atlantic Fleet staff, where he was deputy director for operations and plans.

ARRIVAL:

The guided-missile frigate Halyburton was scheduled to arrive at its new home port in Norfolk at 9:30 a.m. today at Pier 24 of Norfolk Naval Station. The ship, previously based in Charleston, S.C., is relocating as a result of base closures determined in 1993. Commanded by Cmdr. Robert D. Reilly Jr., the Halyburton has a crew of 15 officers and 198 enlisted personnel with an annual income of $7.2 million. About 150 families also will transfer to Hampton Roads.

DECOMMISSIONING:

The Naval Air System Command's ``Program Manager Air 224,'' a 20-member unit that operated programs for the F-14 Tomcat fighter, KA-6D tanker, EA-6A Prowler and A-6E Intruder for the past 22 years, will be decommissioned Thursday in ceremonies at 1 p.m. at the Breezy Point BOQ. Commanded by Cmdr. Robert Struth Jr., the command had been associated with Norfolk Naval Aviation Depot, which has been ordered closed.
