A seafood plant operating illegally in the city's South Norfolk section will have to close its doors.
The City Council voted 8-1 Tuesday night, with Councilman John E. Allen dissenting, to deny William Mall new zoning that would allow him to continue processing and packaging conch and fish and selling his products on national and international markets.
South Norfolk residents had objected to the plant, saying it smelled, stopped up sewers and did not fit in with their plans to rehabilitate the once-prestigious neighborhood.
Mall said he never realized he was in violation of city laws by operating an industrial plant in an area zoned for retail businesses. Mall said he may be forced to move his plant to another city, taking more than 60 jobs with him.
Council members, concerned that a large number of other businesses in South Norfolk might be in violation of codes, asked the city staff to speed up a planned study of whether ordinances need to be changed to help rehabilitate the neighborhood. by CNB
