NORFOLK COUNCIL AGENDA [ACTIONS]

These are actions from the Norfolk City Council meeting Tuesday. Councilman Joseph N. Green Jr. was absent. Unless otherwise noted, all actions were unanimous.

Public hearings

On the application of Zimmer Development Company of Virginia to close a portion of Beauregard Street. Adopted, 5-0; Mayor Fraim abstained.

On the application of A.P. Grace and Son Inc. to close a portion of Pershing Avenue. Approved.

Consent agenda

A letter recommending the city clerk be authorized to advertise for a public hearing on the application of Bernard S. Rhees to close a portion of Waterfront Drive from the northern line of 47th Street northward to the southern line of 48th Street. (Recommendation: Set a public hearing for Aug. 15, 1995.) Adopted.

Regular agenda

An ordinance to change the name of Elm Street to Evelyn Butts Avenue. Adopted.

An ordinance approving acceptance and appropriating $400,000 from the Norfolk sheriff. Adopted.

An ordinance approving acceptance of work-release receipts and appropriating $150,000 from the Norfolk sheriff.

An ordinance granting permission to Sanitary Linen Service Inc. to encroach into the right of way at 2614 Hampton Blvd. Adopted.

An ordinance to amend and re-ordain the Norfolk City Code, 1979, to delete two bureaus in the Department of Public Works and to add one division in the Department of Recreation, Parks and General Services. Adopted.

An ordinance authorizing an agreement for employment of three special project employees in the Division of Social Services at Sentara Health System and appropriating $124,857, provided by the Virginia Department of Social Services and Sentara Health Systems. Adopted.

An ordinance to amend and re-ordain Sections 46.1-3 and 46.1-5 of the code of the City of Norfolk, 1979, relating to violations of the water supply ordinance. Adopted.

An ordinance to amend and re-ordain Section 39.1-3 of the Code of the City of Norfolk, 1979, relating to violations of the sewer use public chapter. Adopted.

An ordinance authorizing acceptance of a $50,000 Commonwealth grant for capital expenditures relating to the Martin Luther King Jr. Memorial and appropriating the funds. Adopted.

An ordinance to amend and re-ordain Section 1 of the 1992-93 Capital Improvement Program Budget to increase funding for Item 52 (``Preliminary Project Cost'') from $250,000 to $255,000 and to appropriate the necessary funds. Adopted.

An ordinance authorizing the employment of three people in a special project status, as part of the downsizing and employee retention/training program, creating and deleting 34 positions, amending the city's compensation plan and providing funds for the payment of salaries. Adopted.

An ordinance approving a $492,217 Virginia Department of Criminal Justice Services Grant application and appropriating $220,453 for the Pre-Trial Services Program and $271,764 for Norfolk Criminal Justice Services Program. Adopted.

An ordinance approving a $100,115 Virginia Department of Criminal Justice Services Grant application and appropriating $30,541 for the Pre-Trial Services Program and $69,574 for Norfolk Criminal Justice Services Program (formerly CDI). Adopted.

An ordinance authorizing the city manager to employ seven people in the Norfolk Criminal Justice Services Program as special project employees and providing funds for theirsalaries. Adopted.

An ordinance authorizing the city manager to employ four persons in the Pre-Trial Services Program, two persons in the Community Service Program and one person as a coordinator for such programs in the employment status of special project employees and providing funds for the salaries of said persons.
