Virginia Beach made headlines last week when Avis Inc. decided to locate its administrative center there. The car rental agency's announcement overshadowed smaller developments in the city.

Construction began on a 16,000-square-foot building in Oceana West Corporate Park. Impaq Computers will take half the space. Impaq, founded in '92 by Reza Hashampour, was recently named Virginia's most progressive high-tech minority-owned company by the Small Business Administration.

In Corporate Landing, construction began on a 30,000-square-foot headquarters for Al-Anon Family Services Group Inc., a self-help organization relocating from New York.

Inspectors from the Occupational Safety and Health Administration have been examining Newport News Shipbuilding. If they find no problems, the yard will earn an OSHA Star exempting it from surprise reviews for three years.

Jewelry 3, a jewelry superstore, has opened near Richmond. The store covers 4,000 square feet and claims to have triple the space and selection of the typical mall store.
