CITIZENS TO DECIDE FUTURE OF LIQUOR-BY-THE-DRINK ISSUE

The future of liquor-by-the-drink in this Outer Banks town will be determined by its citizens in a referendum Nov. 7, the town council voted Tuesday.

The council's action was prompted by a letter from Duck Woods Country Club board of directors. The club is the only establishment in Southern Shores that would be affected by a liquor-by-the-drink provision.

``We want this to better serve our members,'' said Richard Furioni, general manager of the club. ``We have a lot of members who'd like to come in and just get a drink.''

Liquor can be served in restaurants in nearby Kitty Hawk, Kill Devil Hills and Nags head.

The referendum action follows the outcry surrounding a state bill to give Pirate's Cove Restaurant in Manteo the right to apply for a state liquor license, despite the fact that Manteo citizens rejected the liquor-by-the-drink idea four times in the past 13 years. The measure was rescinded last week.

``This issue is something the people should decide, as Manteo so clearly has shown us,'' said councilwoman Diane Henderson.

Mayor Kern Pitts said he and the council are only responding to the request of constituents.

``This is not something that I as an individual started - it's not something any of the board members started,'' Pitts said. ``We're reacting to the request of the only place in Southern Shores that could sell drinks anyway.

``Personally, I can't afford to buy liquor by the drink - I buy it by the bottle,'' he said. ``We're not pushing the issue here.'' by CNB
