CITY COUNCIL ACTIONS

The City Council took the following actions at its public hearing Monday (Councilmen Jim Martin and Cameron Pitts absent):

Public hearing on rezoning and use permits:

Highland/Cradock Neighborhood: Application of Farm Fresh Inc. and Beacon Construction Co. to rezone property at the former Williams Court site from preservation P-1 to residential RS-75, and from residential multi-family RM-75-K to residential single-family RS-75 and from residential multi-family RM-75 to preservation P-1.

Highland/Cradock Neighborhood: Application by Farm Fresh Inc. to rezone property at Williams Court from residential multi-family RM-75-K to general commercial C-2.

Approved, 5-0

Northside Neighborhood: Use permit application of Nathaniel C. Ray and Costella Ray for a residential care facility at 1700 and 1704 Bain St.

Deferred to Sept. 11, 5-0

Comprehensive Plan Agreement - Churchland Neighborhood: An amendment to the Land Use Plan of the city recommending parks and open space at 4510 Twin Pines (borrow pit site). Other sections of the plan including, but not limited to parks and open space, deferred from the public hearing meetings of May 8 and July 10.

The City Council took the following action at its meeting Tuesday:

Hearing on filing of a grant application for funding for further rehabilitation of Port Centre and the Old Coast Guard Base areas through the Virginia Department of Housing and Community Development.

Hearing on whether school board members should be elected on an at-large basis, or by district, or by a combination of the two.

Ordinance to appropriate $106,000 from the Capital Improvements Fund for asbestos removal for the City Jail Expansion Project.

Ordinance to appropriate $64,000 from the Capital Improvements Fund for demolition of the Leckie Street Bridge.

Approved, 7-0

Motion to award the Leckie Street Bridge demolition contract to Virginia Marine Structures, Inc.

Ordinance to amend Chapter 4 of the code by amending sections 4-74, 4-97 (a) and (b), 4-99, 4-100, and 4-102, and by repealing Section 4-98 (e), pertaining to animals and fowl; related to rabies control.

Ordinance on fees for admissions of museums operated by city.

Resolution endorsing a Clean Sites Grant Program application to the Department of Housing and Community Development for the PortCentre Commerce Park.

Resolution to provide for the acquisition of certain property owned by Upton Farms Inc., formerly Upton Produce Company Inc., under eminent domain proceedings pursuant to the charter of the city, said property being necessary for construction of a booster pumping station in the city of Suffolk.

Motion to transfer $25,000 from the Grants Contingency Account to hire a planner to administer the city's environmental program. The city has received a grant from the Chesapeake Bay Local Assistance Department to ensure its compliance with the Chesapeake Bay Preservation Act. A local cash salary supplement of $4,400 and an in-kind contribution of $25,000 is necessary.

Motion to transfer $24,900 from the Grants Contingency Account to fund a secretary (senior) position for the Childhood Lead Poisoning Prevention Program. This position will be used to obtain such information as elevated blood tests, maintain records of residences inspected for lead contamination, provide data entry, and coordinate clinic visits for patients.
