Gov. George F. Allen is running a law-and-order administration, putting criminals away for a long time.
His administration appears, however, to be violating a state law that says prisoners should be paid for work.
Virginia prison inmates still are paid - pennies an hour. But Virginia prisoners shipped to Texas (to ease jail overcrowding) are unpaid. The reason is that Texas doesn't pay its prisoners.
Virginia law says inmates cannot be deprived of rights they would have here because they've been transferred elsewhere. So Virginia should either pay its prisoners in Texas for working or change the law. Virginia should not simply break the law. by CNB
