HELICOPTER CRASHES OFF CYPRUS: A U.S. military helicopter with four people on board crashed Tuesday in the Mediterranean Sea off the southern coast of Cyprus, authorities said. There was no immediate word on survivors. The Blackhawk helicopter had left the British Royal Air Force base of Akrotiri on Cyprus and went down about 3 miles off the fishing port of Ziyi. The aircraft had been flying with another U.S. helicopter toward the island's international airport at Larnaca. It went down about 17 miles west of the airfield.

COOPERATIVE NUGGET: Troops from 14 Partnership for Peace nations have joined NATO forces in Louisiana for a training exercise designed to promote military cooperation. The exercise is taking place at the Joint Readiness Training Center in Fort Polk, La., and is being coordinated by Marine Corps Gen. John J. Sheehan, commander of the U.S. Atlantic Command in Norfolk. It is expected to last until Aug. 26 and may lay the groundwork for future joint peacekeeping and humanitarian operations. Countries involved in the exercise include the United States, Canada, Estonia, Poland, Slovenia, Ukraine, Hungary and the Czech Republic.

VINTAGE AIRCRAFT COMING: Calling all airplane buffs: The Old Dominion Squadron of the Confederate Air Force will sponsor a display of World War II vintage aircraft later this month. Two aircraft that will be featured are a B-17G Flying Fortress and a German Heinkel-111 bomber. Those interested can browse to their hearts' content from 10 a.m. to 6 p.m. on Aug. 28 to Sept. 3. Also available for viewing will be the only flying Navy SB-2C Helldiver, a Japanese ``Kate'' torpedo bomber, a C-45 transport and a B-25 Mitchell bomber. Admission is $5 per adult and $2 per child. It's free for infants and those who wear their military uniform.

MUSIC TO YOUR EARS: The United States Continental Army Band will perform the ``1812 Overture'' - complete with live cannons - on Aug. 24 at Continental Park at historic Fort Monroe. The concert starts at 7:30 p.m. In the event of rain, the concert will be canceled and rescheduled for Aug. 31. It's free and open to the public. ``BIG DOG RUN:'' Joggers who can endure the Hampton Roads swelter may want to take part in the ``Big Dog Run'' Saturday at Fort Eustis. Sponsored by the U.S. Army Transportation Center, the run will consist of 10K, 5K, and one-mile races. You can register and pick up a race packet from 9 a.m. to 7 p.m. today through Friday at Anderson Field House. Packets can also be picked up from 6 to 8 a.m. the day of the race. HAPPY BIRTHDAY, LITTLE CREEK: Saturday marks the 50th anniversary of the Little Creek Naval Amphibious Base, and those who work there plan a gala celebration. Navy SEALs, Marines and divers will give demonstrations, and tours of the Little Creek harbor will be available on Mike-8 boats. The party starts at 10 a.m. and runs until 5 p.m. The Navy Steel Band will perform at 11 a.m. and 1 p.m.

The Department of Veterans Affairs, in conjunction with Little Creek Navy Family Services Center will sponsor the Veterans Affairs Medical Record Review Workshop from 8 a.m. to noon, Aug. 24. Some of the items participants will learn are how the service medical record is constructed; how to review X-rays and lab results; how to submit a medical claim with the VA; and how to request Vocational Rehabilitation benefits. CHANGE OF COMMAND:

Capt. Richard H. Enderly relieves Capt. Gene R. Kendall as commanding officer of the Second Fleet Command Ship Mount Whitney in ceremonies scheduled for Friday. Enderly comes to the Mount Whitney from the staff of Naval Surface Forces Atlantic, where he was assigned as the assistant chief of staff for Manpower and Personnel. Kendall will report to the Strategic Studies Group at the Naval War College, Newport, R.I.

Cmdr. David J. Richardson relieved Cmdr. Craig A. Rankin as commanding officer of the Norfolk-based fast-attack submarine Baltimore. . Richardson's last assignment was as a tactics instructor at the Tactical Training Group Atlantic at Dam Neck. Rankin will report to Submarine Squadron 6 in Norfolk, where he will serve as the deputy squadron commander.
