CAREER TRACK

ACCOUNTING

KPMG Peat Marwick has promoted Elizabeth Foster to partner in the firm's Norfolk office. Foster, who has been with KPMG for 13 years, directs Virginia's higher education and not-for-profit practice within the firm's public services line of business. Out of 127 professionals admitted to the partnership recently, she was the only one admitted to the partnership in this area.

Rachael C. Feigenbaum was promoted to senior accountant at Edmondson, LedBetter & Ballard, an accounting firm in Norfolk. She joined the firm in 1993 after graduating from Virginia Tech.

EDUCATION

Frank Doczi, president and chief executive officer of Home Quarters Warehouse of Virginia Beach, was appointed to a four-year term on the State Board for Community Colleges by Gov. George Allen. The 15-member State Board of Community Colleges is responsible for governing the Virginia Community College System, which includes 23 community colleges on 38 campuses.

COMPUTERS

David W. Cooper was named vice president with Antech Systems Inc., a Chesapeake-based government contracting firm that specializes in information systems management, designs and develops software programs and provides provide technical support for the military. Cooper was previously project manager in the software development office of Computer Sciences Corporation in Landover, Md.

BANKING

Lois S. Chatham was promoted to vice president of Signet Bank in Norfolk. Chatham is the administrative manager for the Hampton Roads Signet Financial Services Inc. sales force. She began her career with Signet in 1978 and most recently worked as sales manager for the Signet insurance services division before her promotion.

Cynthia A. Hewitt was promoted to vice president, senior service officer at Princess Anne Bank in Virginia Beach. She will oversee all operational and administrative issues. Hewitt has served as administrator since joining the bank in December of 1994. Before joining the bank, she worked for Virginia Beach Ambulatory Surgery Center as administrator.

Arthur H. Rendak was promoted to first vice president at Virginia Beach Federal Savings Bank. Rendak joined the bank in July 1993 as account manager for the asset workout and recovery department. He assumed the position of manager of the department in December, 1993.

HEALTH CARE

Dr. Arlene B. Palting has joined Sentara Health Care Center, Chimney Hill in Virginia Beach as a family practitioner. Before joining Sentara, Palting practiced at the Johns Hopkins Medical Services Corp. in Hagerstown, Md. She completed her family practice residency in 1991 at the Family Health Center of Wheeling Hospital in Wheeling, W. Va.

Dr. Fernando L. Ortiz has joined Sentara Health Care Center, Chimney Hill in Virginia Beach as a family practitioner. Prior to joining Sentara, Ortiz served on the faculty of St. Joseph Medical Center's family practice residency in Stanford, Conn. He was also an instructor with the New York Medical College Department of Family Practice in Westchester, N.Y.

Dr. John F. Warner has joined the medical staff at NDC Medical Center, a Sentara medical group in Norfolk. Warner is board certified in infectious diseases and internal medicine. Before joining NDC, he was in private practice in Norfolk.

LAW

Steven J. Harwood, director in the Virginia Beach law firm of Croshaw, Beale, Hauser & Lewis, was elected to the board of governors of the tax section of the Virginia State Bar Association. Harwood will also serve as chairman of the Virginia Beach Technical and Career Education Foundation, an organization assisting students develop skills and experience for today's work environment.

MEDIA

Ann Gordon was promoted to vice president of taxation for the International Family Entertainment Inc. in Virginia Beach. Gordon joined the company in 1992 as manager taxation and served as director of taxation.

ORGANIZATIONS

Fred J. Whyte, president of Stihl Inc., was elected chairman of the board of the Portable Power Equipment Manufacturers Association, an organization that represents the world's leading manufacturers of products using two-cycle engine technology. John F. Waters, president of Poulan/Weed Eater, was elected as vice chairman.

STOCK BROKERAGE

Sean James Allburn has joined Wheat First Butcher Singer in Williamsburg as a financial consultant. Prior to joining Wheat First, he served as a captain in the Air Force, managing large-scale environmental programs in the United States and abroad.

J. Howard Luck has joined the Virginia Beach office of Wheat First Butcher Singer as a financial consultant. Prior to joining Wheat First, he served as executive vice president and director of operations at The Breeden Co. Inc. in Virginia Beach.

Chris Benavides has also joined the Virginia Beach branch office of Wheat First Butcher Singer as a financial consultant. Before joining the firm, Benavides spent more than seven years as a naval officer.

MID-ATLANTIC

Paul Julian was promoted to corporate officer and group vice president, northern and central regions at Owens & Minor in Richmond. In his new position, Julian will be responsible for the operations of 21 distribution centers in 15 states. Most recently, Julian was group vice president of the northern region.

Bruce MacAllister was promoted to corporate officer and group vice president of the southern and western regions at Owens & Minor in Richmond. He will be responsible for 28 distribution centers in 16 states. Previously, he was group vice president, central region.

Owens & Minor is a national wholesale distributor of medical and surgical

supplies, pharmaceutical and other related products. MEMO: Career Track reports upper-level executive and management changes.
