Plans to reform welfare would not be a great fear to many if we as a society had faced up to the problems of welfare earlier.
There was a time if you were to criticize the welfare system you were demonized and ostracized. Then in the early '90s, we somehow came to the conclusion that there was a problem.
President Clinton made promises before he was elected that he had a plan to reform welfare, but only recently has he actually planned on presenting it.
The attitude, ``I'll wait until I'm forced to,'' has helped put us in this situation. Now the solutions to reforming the welfare system seem as gigantic as the glacier at Yosemite.
