Hampton Roads' home sales rose 13.5 percent in July over the same month last year, according to the Virginia Home Sales Survey. The report by the Virginia Association of Realtors shows 2,115 new and existing homes in the region were placed under contract in July 1995. That compares with last July's figure of 1,864. However, for the first seven months of the year, Hampton Roads is down about 4 percent. Statewide, home sales rose 7.8 percent in July. For the first seven months, state home sales have declined 4.4 percent. The average price was $117,122, up from last year's $103,891. by CNB
