Regarding the decline in number of sixth-graders passing the Literacy Passport Tests in Hampton Roads:
We were driving to the Blue Ridge Parkway several weekends ago via Martinsville/Danvile/Stuart on Route 58. This highway is refreshingly rural, noticeably lacking in urban sprawl or even fast-food outlets. We drove into Stuart, looking for quick lunch, and passed an old-fashioned schoolhouse similar to those we had attended decades ago.
We finally found lunch and didn't read until later that the area with the greatest percentage of pupils passing the Literacy Passport Tests lived in Stuart!
