FLY WITH THE ANGELS: Soar to new heights at the Oceana Naval Air Station Air Show with the Blue Angels Sept. 23 and 24. Gates open to the public at 9 a.m. Admission and parking are free. Other performers will include The French Connection and Star Aerobatics. A private performance for those with special needs will be held Sept. 22. Those needing information about the restricted show may call Oceana Naval Air Station's public affairs office at 433-3131. The air show is held in conjunction with the Virginia Beach Neptune Festival. Also, for the first time ever, the public will be able to see the live-action film ``Fly With the Blue Angels'' in the Reactor Motion Simulations Theater at the during the two-day air show. Admission is $5.

CIVIL WAR LECTURE: The public is invited to attend a lecture by Dr. Dean C. Allard at 7 p.m. on Sept. 13 in the Living Sea Theater at Nauticus. The lecture, sponsored by the Hampton Roads Naval Museum, will focus on Civil War ship construction, ordnance, steam propulsion and mine warfare. Allard is a naval historian and former director of the Naval Historical Center in Washington, D.C. This event is free. For more information, call the museum at 444-8971.

SPANISH MISSION: Rear Adm. Jose Poblaciones, head of the Spanish Military Mission to NATO's Supreme Allied Commander Atlantic, headquartered in Norfolk, will address a luncheon at 11:30 a.m. on Sept. 20 at the Fort Monroe Club in Hampton in observance of National Hispanic Month. GIFTS FOR BOTH PORTSMOUTHS: The Portsmouth Coast Guard Station will receive a gift from its British counterpart, the Royal National Lifeboat Institute from Portsmouth, England, at a ceremony Thursday at the Coast Guard Support Center in Portsmouth. The presentation will be made by Ashley Morgon for the Royal National Lifeboat Institute, and a reciprocal gift will be given by Senior Chief Petty Officer ``Red'' Davis, officer-in-charge of the Portsmouth station for the Coast Guard. Morgon will later present the Coast Guard's gift to the Royal National Lifeboat Institute in the sister city, Portsmouth, England.

COMINGS AND GOINGS

COMMISSIONING:

The fast-attack submarine Tucson will be commissioned at 11 a.m. Saturday at Pier 23 of Norfolk Naval Station. The ceremony was postponed Aug. 18 when Hurricane Felix threatened Hampton Roads, forcing the Navy to move its ships to safety. Sen. Jon Kyl, R-Ariz., will be guest speaker.

Three additional destroyer squadrons were formally added to the Atlantic Fleet Naval Surface Force Sept. 1 as part of the fleet's reorganization plan. Destroyer Squadron 2 will be commanded by Capt. Jimmie R. Jackson and include the destroyers Arleigh Burke, Deyo and Stump and the guided-missile frigate Kauffman. Destroyer Squadron 18 will be commanded by Capt. Ron R. Peterman and include the destroyers Comte de Grasse, Nicholson, Stout and Thorn, and the guided-missile frigate Nicholas. Destroyer Squadron 28, commanded by Capt. Donald P. Loren, will include the destroyers Peterson, Ross and Mahan, and the guided-missile frigates Elrod and Halyburton.

CHANGE OF COMMAND:

Cmdr. William R. Burke relieves Cmdr. Jack F. Loye as commanding officer of the nuclear-powered attack submarine Toledo. Burke's previous assignment was in Washington, where he was the assistant House liaison for the Office of Legislative Affairs. Loye will transfer to the staff of Submarine Group Eight in Norfolk.

Cmdr. Jerry Davidson relieves Cmdr. Horation ``Ray'' Lincoln as commander of the fast-attack submarine Narwhal in ceremonies Friday at Norfolk Naval Station. Lincoln is transferring to the staff of the Commander Submarine Forces Atlantic. Davidson most recently was executive officer of the nuclear-powered ballistic missile submarine Ohio.
