American Systems Engineering Corp. sued the Navy in Norfolk federal court on Wednesday to block the award of a contract to a Northern Virginia firm. The contract, which could be worth more than $1 billion, is for the maintenance and other support of former Navy warships sold or leased to foreign governments. The Navy awarded the contract Aug. 17 to BAV, a division of Alexandria-based VSE Corp., despite American Systems Engineering's lower bid. The Virginia Beach-based firm is asking the court to stay the Navy's award of the contract while the General Accounting Office reviews its Aug. 24 protest of the award. The GAO has 90 days to rule on the protest. (Staff)
