District boundaries: Contained entirely within Chesapeake. It runs from the southeastern corner at the state line, north along the city line with Virginia Beach, to Indian River Road. Its western boundary zigzags down the center of the city and comes back to the state line on Battlefield Boulevard. The 78th District contains Great Bridge, Greenbrier, Hickory Grove, Oak Grove, Fentress, Indian River and part of Norfolk Highlands.

Precincts: Great Bridge Fire Station, Bells Mills, Greenbrier, B.M. Williams, Hickory Grove, Indian Creek, Indian River, part of Norfolk Highlands, Oak Grove, Westover, Southeastern School, Great Bridge Junior High School.
