In a recent article on recycling in Virginia Beach, I was quoted as saying that it is unusual to find both curbside and drop-off programs operated by two public entities in one city. I should add that the reason for such a duplicative program is to increase the overall recycling rate. It is also likely that this will happen at greater cost.
