Wilbert L. James, a native of Oklahoma City, died in his home in Norfolk on Sept. 14, 1995.
Mr. James, a chief petty officer, retired from the U.S. Navy with 28 years of service.
Survivors include his wife, Florence V. James; one daughter, Bridget L. James; one son, Dwayne W. James, both of Norfolk; two sisters, Emma Mims and Earnestine Terry; and one brother, Earnest James, all of California.
Graves Funeral Home is in charge. The family will be at the home.
