USAir and Richmond International Airport officials are close to an agreement that would send USAir packing - to the other side of the airport. Richmond's dominant airline could occupy four new gates on a recently expanded Concourse A - on the left, facing the airfield - by Thanksgiving. The Capital Region Airport Commission has authorized the airport staff to reach a final plan with USAir. Both sides favor the move. The commission hopes to vote on the deal at next month's meeting.
