Nearly 42 percent of Norfolk's voting-age population is registered to vote. What follows is a precinct list of voter turnout ranked from highest to lowest.
Studies on voting patterns show that residents don't come out to vote unless they have an investment in their community and unless they believe their vote can make a difference. A story in The Virginian-Pilot on Sept. 24 took a look at voter participation.
