The City Council took the following action at its meeting Monday with Mayor Gloria Webb absent:

PUBLIC HEARING ITEMS

Comprehensive Plan Amendment: Proposal to amend the Land Use Plan of the city recommending residential and commercial uses in the Hattonsville area.

Hattonsville Neighborhood: Request of the city to rezone 31 acres of property from industrial M-1, residential RM-60 and residential RM-60 and residential RM-60-K (conditional) to commercial C-2, commercial C-1-K (conditional), office-residential OR-75-K (conditional), residential RS-75-K (conditional) and residential RS-60. The property is located in the 3300 block of Airline Blvd. and includes Hattonsville Estates and property to the west.

Churchland Neighborhood: Use permit application of Churchland House for expansion of existing residential care facility at 3911 Cedar Lane.

Code Amendment: An amendment to the zoning ordinance, conditions for specific uses, to add a condition pertaining to the screening of open storage areas; and to require a use permit for outside storage of construction materials, deferred from the Sept. 11 public hearing.

CITY COUNCIL MEETING ITEMS

Resolution to authorize Virginia Department of Transportation (VDOT) to proceed with the design of improvements shown in VDOT's six-year plans for improvements to Tyre Neck Road from city limits to West Norfolk Road, West Norfolk Road from Churchland Boulevard to Cedar Lane, and realignment of Frederick and Airline Boulevards.

Approved, 6-0

Resolution allowing the School Board to apply for low interest State Literary Fund financing. Financing would be for an amount up to $5 million (a portion of the cost of the new I.C. Norcom High School).

Motion to transfer $163,131 from the grants contingency account to be used to provide an interagency system of early intervention services for eligible children and their families. Community Services Board (CSB) and the Portsmouth School System have merged their early intervention programs in order to provide a single program from birth through the school years. The services paid for with these funds will be provided by the schools under contract with the CSB. Approved, 6-0

Motion to transfer $49,882 from the grants contingency account to continue the operation of the teen pregnancy prevention coordinator's office for the city. The Community Services Board coordinates the planning, implementation and evaluation of the Portsmouth Better Beginnings Coalition's city-wide teen pregnancy prevention efforts, and assists with implementation of the State funded Teen Pregnancy Prevention Initiative directed by the Health Department. Approved, 6-0

Motion to transfer $30,000 from the grants contingency account for the hazardous materials program to purchase equipment for the emergency response team. The city was selected to administer a level III hazardous materials emergency response team for the region. The pass-through funds will be used for materials and supplies needed by the Southside Regional Hazardous Materials Team.

Resolution authorizing a TRIAD Program to reduce the criminal victimization of senior citizens. The program would encompass an advisory council consisting of senior citizens and representatives from the sheriff's department, police department, and other law enforcement agencies, that would be committed to enhance the service and protection of senior citizens.
