Blue-collar laborers at Norshipco will vote Tuesday on a deal that will extend their current labor contract through October 1997 and give them two raises worth 3 percent. The Norfolk shipyard's contract is scheduled to expire at the end of October. Gary Daniel, president of the International Brotherhood of Boilermakers' Local 684, which represents the workers, is not ``crazy'' about the deal, but endorses it. Daniel said South Hampton Roads largest private shipyard, ``is not really turning a profit at all.'' Like all Hampton Roads shipyards, Norshipco has struggled with defense spending cuts. The yard employs about 3,000 people at several Norfolk locations.
