NORFOLK CITY COUNCIL ACTIONS

These are the actions from the Tuesday Norfolk City Council meeting. Unless otherwise noted, all actions were unanimous. Councilmen Joseph N. Green Jr. and Mason C. Andrews were absent.

PUBLIC HEARING

A public hearing on the application of the Palace Shops, by Robyn Thomas, to amend the Zoning Ordinance to establish a Localized Alternative Sign Overlay District on property known as the Palace Shops. Approved.

CONSENT AGENDA

A letter from the city manager transmitting financial statements as of Aug. 31, 1995. Approved.

A letter presenting recommendation of the City Planning Commission on the application of Mary B. Holloman to close a portion of Kenwood Avenue. (Recommendation: Advertise for a public hearing on Oct. 24.) Approved.

A letter advising in accordance with Chapter 33.1-41 of the Code of two reports by the Director of Utilities for emergency procurements. Approved.

A letter forwarding a request from the program manager for Holidays in the City that the police department carry the Mace in the 1995 street parade on Saturday, Nov. 18, at 6:30 p.m. Approved.

A letter transmitting a petition submitted by the Norfolk Redevelopment and Housing Authority to close a portion of Fort Street. (Recommendation: Refer to city manager and City Planning Commission for recommendation and report.) Approved.

REGULAR AGENDA

An ordinance to establish certain new fees and to continue various other fees charged by the high constable. Approved.

An ordinance to amend and re-ordain section 1 of the 1992-93 Capital Improvement program, as amended, to increase funding for a project entitled ``Sewer Line Insertion Renewal'' by $200,000, from $4,680,700 to $4,880,700; and provide the funds by reducing the project ``Renovation of Sewer Force Mains'' by $200,000, from $1,100,000 to $900,000. Approved.

An ordinance authorizing the acceptance of an added $4,000 from the Virginia Department of Criminal Justice Services for the Substance Abuse Support Services for Youth Program and appropriating the funds. Approved.

An ordinance approving a proposed contract with the Southeastern Areawide Model Program Inc. and appropriating $5,000 in support. Approved.

An ordinance relieving the city treasurer of any further duty to collet taxes and levies discharged in bankruptcy from 1990 through 1995 and giving him credit for same. Approved.

An ordinance approving a Commonwealth of Virginia, Department of Environmental Quality Supplemental Grant for litter prevention, recycling and environmental education programs and appropriating $8,015 therefore. Approved.

An ordinance creating and deleting positions in various departments of the city, providing funds for salaries and amending the city's compensation and middle-management pay plans. Approved.

An ordinance accepting the offer of the City of Virginia Beach to purchase a 10-foot strip of property abutting Indian River Road and granting three drainage easements to the City of Virginia Beach. Approved.

An ordinance approving a right of entry for the City of Virginia Beach. Approved.

An ordinance approving a right-of-way agreement with Virginia Electric and Power Company. Approved.

An ordinance approving a right of entry for Virginia Power Company. Approved.

An ordinance approving the amendment of the Park Crescent Agreement and Restrictions. Approved.

An ordinance appropriating the sum of $900,000 from general fund self-insurance reserve for the payment of claims and related expenditures. Approved. by CNB
