CAREER TRACK

ACCOUNTING

Barbara T. Parker has joined the Virginia Beach firm of Sullivan, Andrews and Taylor as an associate. She will practice in the area of taxation and general accounting services. She was formerly associated with the firm of Mulkey & Co. in Virginia Beach.

ARTS

Betty Harmon Edwards was elected chairman of the board of the Virginia Symphony. Edwards also serves on the children's health system board in conjunction with the Children's Hospital of the King's Daughters. A.C. Miller, president and owner of Miller Oil Co., was appointed vice chair of the area's largest arts organization.

HEALTH CARE

Dr. Steven K. Snyder has joined Ophthalmic Consultants of Tidewater. He is an ophthalmologist specializing in pediatric ophthalmology and adult motility disorders. Before coming to the Tidewater area, he completed an ophthalmology residency and fellowship at Indiana University Medical Center in Indianapolis.

BANKING

Cindy L. Card was promoted to vice president at Central Fidelity Bank. She currently serves as branch manager of the Bayside office in Virginia Beach. Prior to that, she served as branch manager of the Great Neck Farm Fresh office in Virginia Beach. She joined the bank in May 1978.

EDUCATION

Chuck Edwards was named director of education for the five campuses of Tidewater Tech. Previously, he was assistant director of financial aid and an instructor at Christopher Newport University. Edwards is also an instructor at Hampton University.

EMPLOYMENT SERVICES

Four employees of Reliance Services, a temporary services company with offices in Chesapeake, Newport News, Virginia Beach and Suffolk, have assumed new positions. Sam Nanney was named an industrial coordinator at the Chesapeake office. He will be responsible for industrial accounts, advertising and employee development.

Sharon Maynard was promoted from industrial coordinator to clerical coordinator at the company's Chesapeake office. She has been with the company for five years.

Heather Walker was named clerical coordinator at the Newport News office. She has worked for Reliance as an account representative since January.

Cathy Obenshain was promoted from administrative assistant to account representative in the Newport News location.

ENGINEERING

Dennis B. Clark, Edwin E. Jaqua, Joseph L. Rose and William R. Turner Jr. have become partners at William C. Overman Associates, a civil engineering and planning firm in Virginia Beach. Clark, a structural engineer, has been with the firm for eight years; Jaqua has served as a bookkeeper for 10 years; Rose has performed sanitary engineering assignments for nine years and Turner, director of planning, has been with the firm for five years.

Ronald D. Foster was elected a fellow with the American Consulting Engineers Council. He joins 10 Virginians who have been elected to the organization. Election is based upon professional contributions to the advancement of the consulting engineering profession. Foster is president of Bowman, Foster & Associates, a mechanical/electrical engineering firm in Virginia Beach.

MEDIA

Mario A. Hewitt was named director of sales and marketing at WVEC-TV. Prior to this, Hewitt was local sales manager of A.H. Belo Corporation's KHOU-TV, a CBS affiliate, in Houston, Texas. He also served as the national sales manager for KHOU.

Michael Abernathy was promoted to the new position of general manager of Targeted Publications , a subsidiary of The Virginian-Pilot. He will also be responsible for Commonwealth Printing Co., trading as Home Express, which offers commercial printing and alternate delivery. He has been publisher of Style for three years.

Michael Grandelli was named director of on-air promotion and Gabriella Cochrane was named director of on-air marketing at International Family Entertainment in Virginia Beach. Previously, Grandelli directed creative services and was an executive producer with WVEC-13 television in Norfolk. And Cochrane most recently was director of programming and audience research for The Family Channel.

MORTGAGE

Jim Elfelt has joined American Home Funding, a residential mortgage banker, as a loan officer in the company's Tidewater branch office in Virginia Beach. Prior to this, he was a loan officer at Bank United Mortgage in Virginia Beach. MEMO: Career Track reports upper-level executive and management changes. Items

accepted include appointments as chairman, president, vice president,

department heads, and partner or principal in a professional firm.
