WEEKLY BRIEFING

COLIN POWELL BOOKSIGNING: Retired Army Gen. Colin Powell, former chairman of the Joint Chiefs of Staff, will sign copies of his new book, ``My American Journey,'' from 11 a.m. to 1 p.m. Friday at Norfolk Naval Station Exchange. Only authorized customers of military exchange stores may attend. Powell will be able to sign only two copies per person to ensure as many people as possible have a chance for a signature. Customers may bring cameras, but no video cameras will be allowed. This is the only military stop on Powell's final stop of his 23-city book tour. Powell will also be at Prince Books and Coffeehouse, 109 E. Main St., downtown Norfolk, from 3 to 5 p.m. on the same day.

FORT MONROE MEDICAL ISSUES: Medical care and personal affairs issues will be addressed by three principal speakers in a seminar beginning at 9 a.m. Saturday at the Retiree Day/Open House at the Fort Monroe Club in Hampton. Retired Col. Richard E. Mackin, a former commander at Fort Monroe, will discuss supplemental medical care coverage. Retired Army Capt. Bradley J. Snyder will talk on personal affairs issues, such as wills, or military separation papers. Col. George W. Weightman, commander of McDonald Army Community Hospital at Fort Eustis, will provide medical information. Hampton Roads area military retirees from all service branches, their families and spouses of deceased military personnel are invited. Registration begins at 8:30 a.m. and activities will conclude at 1:30 p.m. Registration should be made in advance by calling 727-2093.

CIVIL WAR PRESENTATION: The Hampton Roads Naval Museum will present ``Lt. George Finley,'' of the 56th Virginia Infantry Regiment, in a free presentation at 7:30 p.m. Thursday in the Living Sea theater of Nauticus. Re-enacted by William A. Young of Richmond, the program portrays Lt. Finley as he would have appeared 100 years ago during the trying times of the Civil War in which he was captured at Gettysburg and imprisoned for two years. OFF-DUTY EDUCATION: The Virginia Tidewater Consortium for Higher Education is sponsoring a conference on ``Off-Duty Education: Meeting the New Needs of the New Military,'' from 8:30 a.m. until 4 p.m. Nov. 3 at the Norfolk Airport Hilton. Addressing the conference will be area university presidents, plus retired Air Force Gen. John M. Loh, previous commander of the Air Combat Command at Langley; Dr. Nelson Schwinerton, director of the Military Installation Voluntary Education Review, American Council on Education; and Dr. Francis Kelley, director of Voluntary Education, U.S. Navy. BODY BUILDING CONTEST: The 7th Annual Norfolk Naval Shipyard Body Building Contest will be Saturday at the Scott Center Annex Dry Dock Club with prejudging at noon and the main event at 6:30 p.m. Sanctioned by the Amateur Athletic Union, it is open to all active-duty military, retirees and reservists over 18 years of age. MUSIC SCHOOL CONCERT: The Armed Forces School of Music Faculty Jazz and Ensembles will present a concert at 7:30 p.m. Oct. 26 at Little Creek Naval Amphibious Base Theater. The program will pay tribute to the 50th anniversary of the end of World War II. The event is free and open to the public. For more information, call 464-7510.

NEW HELICOPTER BATTALION: The 5th Battalion, 159th Aviation Regiment, a CH-47 Chinook Army Reserve helicopter unit, officially unfurled its colors Saturday at Felker Army Airfield at Fort Eustis. The ``Dragonmasters,'' formerly based at Fort Meade, Md., began moving to Fort Eustis in September as a result of base closure decisions made in 1993. It consists of about 260 soldiers, who will drill at Fort Eustis on weekends, and 17 helicopters. While the Headquarters, Headquarters Company and Company ``B'' are based at Fort Eustis, the remaining portions of the regiment are: Company ``A,'' in Everett, Wash., and Company ``C,'' in Olathe, Kan.

MILITARY CITIZEN OF YEAR: The 17th Annual Military Appreciation Luncheon will be held at noon Thursday at the Omni Waterside Hotel in Norfolk, where the Samuel T. Northern Military Citizen of the Year Award will be presented to a military member judged to have contributed significantly to Hampton Roads through civic activities unrelated to military duties. Marine Corps Gen. John J. Sheehan, NATO's Supreme Allied Commander Atlantic and commander of the U.S. Atlantic Command, will be guest speaker.
