NORFOLK [CITY] COUNCIL ACTIONS

These are the actions from the Norfolk City Council meeting Tuesday. Unless otherwise noted, all actions were unanimous. Councilman Herbert M. Collins was absent.

CONSENT AGENDA

Letter advising, in accordance with Chapter 33.1-41 of the Code, of a report by the director of utilities for emergency procurement. Adopted.

Letter transmitting the Statement of Legal Debt Margin as of Sept. 30, 1995. Adopted.

REGULAR AGENDA

An ordinance creating and deleting positions in various departments of the city, providing funds for salaries, and amending the city's compensation and middle management pay plans. (Passed over at Oct. 10 meeting.) Adopted.

An ordinance authorizing operation of an establishment for the sale of alcoholic beverages for on-premises consumption at 5301 E. Princess Anne Road. Delayed until Oct. 24.

An ordinance granting a certificate authorizing construction of a pharmacy at 525-539 W. 21st St. Adopted.

An ordinance granting a special exception to authorize the use of property at 806 Spotswood Ave. as an establishment for the sale of alcoholic beverages for on-premises consumption. Adopted, 5-1; Paul R. Riddick voted no.

An ordinance granting a special exception authorizing off-lot parking on property fronting 50 feet along the southern line of Spotswood Ave., beginning 175 feet west of Colley Avenue and running westward. Adopted, 5-1; Riddick voted no.

An ordinance approving a right-of-way agreement with Virginia Electric and Power Co. across property shown on Plat No. 215030061. Adopted.

An ordinance to amend and re-ordain sections 1 and 2 of the 1993-94 Capital Improvement Program budget to increase the appropriation for petitioned street improvements by $60,000, from $200,000 to $260,000. Adopted.

An ordinance to amend and re-ordain sections 1 of the 1992-93 Capital Improvement Program, to decrease the funding for Hugo Street improvements - phase II by $60,000, from $500,000 to $440,000. Adopted.

An ordinance designating the city manager the authorized agent of the City Council for vacating plats pursuant to Sections 15.1-481 (1) and 15.1-482 (a) of the Code of Virginia. Adopted.

An ordinance authorizing acceptance of $138,978 from the Virginia Department of Social Services and $3,900 from Norfolk Redevelopment and Housing Authority for the Family Preservation and Family Support Program, appropriating the funds and authorizing the expenditure of $11,540 in local matching funds. Adopted.

An ordinance to amend and re-ordain Section 25-646 (26) of the Norfolk City Code, 1979, to change the speed limit on a portion of Kempsville Road. Adopted.

An ordinance creating a Towing Advisory Board pursuant to Section 46.2-1217 of the Code of Virginia, 1950, as amended, and appointing the members. Adopted.
