VA. POWER SHUFFLES TOP MANAGERS

Virginia Power said Monday that its senior finance executive, Robert E. Rigsby, has been promoted to the No. 2 position in the company. The move appears to put Rigsby, 46, in line to eventually succeed President James T. Rhodes as president of the Richmond-based utility.

Rigsby's election to the new position of executive vice president was part of a shuffling of top management at Virginia Power that included several other promotions and two retirements.

Two other executives were promoted from vice president to senior vice president. Edgar M. Roach, who is also Virginia Power's general counsel, will oversee finance and regulation for the utility. Larry M. Girvin will be in charge of commercial operations, including the utility's field-service and customer-service units.

Thomas J. O'Neil moved from vice president-energy efficiency to vice president-human resources. William S. Mistr, who had been an executive of another unit of Virginia Power's parent company, Dominion Resources Inc., was named vice president-information technology.

Retiring are senior vice presidents John A. Ahladas and Robert F. Hill, at the end of the year.

Rigsby joined Virginia Power in 1971 and has held executive positions in field operations, human resources, information systems and finance.

He recently has led a sweeping reorganization of the utility aimed at cutting tens of millions of dollars in annual operating costs. Several hundred utility jobs have already been cut in the process. by CNB
