A U.S. sailor is burned in effigy Sunday at a march in San Juan,

Puerto Rico, in which thousands protested a planned Navy radar unit

intended to catch drug smugglers. Opponents say the $9 million,

200-acre installation on Vieques island is an environmental hazard

that will waste prime land - acres of sugar cane, alfalfa, rice and

cattle fields.
