WANTED: A NONPARTISAN CLERK OF COURT

I read with interest the comments of former Mayor Vincent Thomas (``Competence should be court-clerk test,'' letter, Oct. 23) with reference to the qualifications and responsibilities of the clerk of Circuit Court. I concur with what he wrote. The political power of this office could be influential in appointing members of the judiciary, electing constitutional officers and other appointments.

I believe the citizens of Norfolk want this position to be filled by a qualified candidate who, although maintaining the right to exercise his own judgment in making political decisions, will consider the duties of the office paramount and not a base for ``politics as usual.''
