Education - properly approach the financial needs of all educational levels to ensure that our children can compete in the 21st century. We should address class size, discipline and get back to basics in education. We should also keep an open mind to new innovations that will enhance the quality of education for all our children.
Crime - We should build the prison cells (approximately 13,000) that have already been approved by the General Assembly. Punishment for all levels of crime should be swift, precise and just.
Economic Development and Jobs - Economic development and jobs are interrelated with education. We should take all reasonable and prudent measures to induce business and industry to relocate or establish themselves in Virginia. We should ensure a public-private partnership with business and industry in training and educating a workforce commensurate with the needs of business and industry.

As the 21st century approaches, I recognize that Virginia's localities, not larger entities of government, must set priorities and implement programs that will help guide the commonwealth and the district in this rapidly changing world.
Jobs - I will act as a salesman for southside Virginia, not merely sit on the sidelines hoping that they see for themselves.
Education - I will fight for state efforts to level the disparity in educational spending between localities.
Welfare reform - I will fight for workfare, not welfare; for parental accountability, not government handouts.
Term limits - I will fight for a three-term limit for state senators and a five-term limit for delegates.

Campaign themes: Continued commitment to represent all the people of the 18th Senatorial District, and not just the two counties or cities. I have, therefore, strengthened my resolve to ensuring that Virginia's educational system produces capable graduates who will be able to meet the demands of the 21st century. This commitment includes every level of public education, elementary and secondary, college and university, and every student, wherever they live and at every level they complete their education and enter the work force.

William K. Barlow (D)
Born: March 13, 1936
Education: Virginia Polytechnic Institute, Law school at the University of Virginia
Occupation: attorney
Political experience/community service: Served in the House of Delegates for two terms, since first being elected in 1991. Member of Smithfield Rotary Club, Smithfield Ruritan Club and Isle of Wight County-Smithfield Chamber of Commerce; past chairman of Isle of Wight School Board Selection Commission, former Little League baseball coach, former chairman of Isle of Wight County Democratic Committee, former chairman of Isle of Wight Cancer Crusade, Board of Directors of Obici Hospital in Suffolk and legal adviser to Isle of Wight County Rescue Squad
Party affiliation: Democrat
Campaign themes:
Education - I support keeping the promise the state made to its citizens for 100 percent of the lottery revenue to go toward education. In addition to proper funding for our public schools, I will continue to fight for safe schools, getting computers in the classrooms, reducing the student-teacher ratio and enforcing strong discipline.
Crime - I want to continue to work for further juvenile justice reform, which more strongly emphasizes the safety of citizens. Additionally, I want to ensure that we keep our local police departments funded adequately.
Economic Development and Jobs - The economy of Virginia is strong. We've had a balanced budget every year this century; we've remained one of the lowest tax states, both corporate and personal and two out of the last three years, we were ranked the best financially managed state in the nation. I believe all of this is crucial when it comes to enticing new industry to our state and expanding existing businesses. Creating jobs is directly related to the education of our youth. I believe in investing in our students as early as possible so they will be prepared with the necessary knowledge and skills to get good jobs upon graduation from high school or college.

Education: Medical College of Virginia
Occupation: Clinical pharmacist, consultant for Trigon
Political experience/community service: House of Delegates candidate in 1993, Rotarian, member of American Business Women's Association, life member of Parents-Teachers Association, member of Virginia Pharmaceutical Association, Varina district chairman of the Henrico County Republican Committee, and former member of F.O.P. Ladies' Auxiliary
Party affiliation: Republican
Campaign themes: I support Gov. Allen's plan to provide adequate prison space for violent criminals and keep them off our streets through tougher sentencing. I support the governor's plan to promote economic growth and job creation by eliminating wasteful state spending and reducing excessive state taxes. We need to return lottery profits to the localities for education, law enforcement or tax relief. I support improving the quality of our children's education by promoting rigorous academic standards and safer schools. We need to eliminate the Democrats' practice of selecting judges behind closed doors, and instead, select judges, based on merit and qualification in public meetings.
