Bell Atlantic Corp. has developed a service that would let cellular-phone customers make people calling them pay the airtime charge. Currently, cellular customers pay for all calls on their phones, even calls coming from unknown or unwelcome callers. Bell Atlantic said the service is being offered to cellular-phone providers throughout the Mid-Atlantic. So far no cellular providers have signed contracts with Bell Atlantic to make the service available to their customers. (Staff) by CNB
