Tele-Communications Inc. said it will refund $1.90 to each of its roughly 90,000 cable-TV subscribers in Chesapeake and Newport News under a proposed settlement of overcharging complaints. TCI and the Federal Communications Commission entered into the proposed settlement covering a 12-month period ending Sept. 15, 1994. It will take effect in 30 days given no significant opposition. Mike Smith, a TCI spokesman, said the planned refund would be in the form of a credit on subscribers' bills next February. (Staff) by CNB
