CIVIC, a new regional leadership organization with Joseph A. Leafe as chairman, has been established to develop ways to identify and stimulate leadership in the Hampton Roads area. In conjunction with Old Dominion University, the organization will have a planning session today from 7 to 9:30 p.m. at Tidewater Community College Chesapeake campus on Cedar Road, and on Nov. 16 at the ODU/Norfolk State/Virginia Beach Graduate Center at Virginia Beach Boulevard and Little Neck Road. International Family Entertainment Inc. of Virginia Beach said its subsidiary, The Family Channel, will be the national sponsor for two children's skiing-instruction programs for the 1995-96 season. The programs, SKIwee (for children 4-12) and MINIrider (for young snowboarders) are produced by The Skiing Co., the ski-magazine publishing unit of Times Mirror Co. IFE has been increasing its sponsorships of sports. The Family Channel also sponsors a NASCAR racing team. (Staff)

HONORS, AWARDS

Helen Anrod Jones, a Norfolk photographer, received a second place award for ``best personal statement'' from the Ernst Hass Photography awards organized by the Maine Photographic Workshops. The collection of black and white photos taken in Ireland, and a series of color Polaroid transfer images from the Hampton Roads area, received recognition from more than 1,556 entries representing 30,000 photographs.

Otto Visual Arts in Norfolk received the ``Top 60'' Mead Papers award for excellence in the graphic arts. The award, for a catalog for Beecroft & Bull men's wear, was chosen out of 600 entries.

CONTRACTS

Precon Construction Co. in Chesapeake received a $1.5 million contract for the Hillwell Road sanitary sewer project in Chesapeake.

Gerling-Wood Construction in Virginia Beach received a $692,010 contract for a fire sprinklers building, 110 phase I, Virginia Medical Center in Hampton.

Snap Contracting Corp. in Norfolk received a $1.9 million contract to renovate building 139 at Fort Monroe.

Hathaway-Duke Construction Co. in Virginia Beach received a $1.6 million contract for additions and renovations of First Colonial High School in Virginia Beach.

Shirley Construction Corp. in Portsmouth received a $4.5 million contract for a soldier's One Stop Center at Ft. Lee.

BANKRUPTCIES

Business bankruptcies filed in U.S. Bankruptcy Court in Norfolk:

Cohn-Phillips Ltd. (Hoppers Restaurant of Marina Shores, Outriggers Restaurant at Marina Shores, and The Seahorse Grill) filed Chapter 7 liquidation on Oct. 27. Assets and liabilities were not available.

Lynda E. Mason, doing business as T.C. Williams Cleaners, filed Chapter 13 debt repayment plan on Oct. 27 with assets of $124,438.50 and liabilities of $108,335.70.

Solutions Laboratories Inc. filed Chapter 11 reorganization on Oct. 30 with assets of $125,000 and liabilities of $521,003.49.

Lillian Elizabeth Brown, doing business as LYS&S Printing Co., filed Chapter 13 debt repayment plan on Nov. 1 with assets of $66,440 and liabilities of $94,557.

Claude I. Meiggs Jr. and Patricia S. Meiggs, hog farming and logging, filed Chapter 11 reorganization on Nov. 1 with assets of $663,451 and liabilities of $548,035.96.
