A Norfolk man who was shot in the 9500 block of 25th Bay St. Thursday morning died at the scene, police spokesman Larry Hill said.
Police discovered Herbert Owens, 32, when they responded to a report of a shooting at 1:16 a.m. Owens lived at the scene of the shooting. Police were investigating the shooting as a homicide, but they did not have any suspects.
