A State Corporation Commission hearing examiner recommended that Virginia Natural Gas Inc. customers be refunded $2.8 million under a 1994 rate case. Examiner Deborah V. Ellenberg said VNG needed only a 3.8 percent increase in general rates starting in October 1994, not the 6.2 percent the utility requested and put into effect then.
If the full commission follows her recommendation, the refund would amount to a credit of about $17, plus interest, for an average residential customer. by CNB
