NORFOLK COUNCIL ACTIONS

These are the actions from the Norfolk City Council meeting Tuesday. All members were present. Unless otherwise noted, all actions were unanimous.

PUBLIC HEARING

Pursuant to the action of City Council on Oct. 24, on the application of Botanical Garden Society by George W. Butler for an amendment to the Zoning Ordinance to amend Table 10-8, ``Table of Alcoholic Beverage Consumption Establishments'' (on premises) by special exception in the Open Space Preservation district. Continued to Dec. 5.

CONSENT AGENDA

Letter concerning establishment of a new fiscal 1996 capital-improvements budget project titled ``Fire Headquarters and Training Facility Relocation'' Public hearing scheduled for Dec. 12.

Letter recommending amendments to the fiscal 1990, 1991, 1992 and 1993 CIP budget Sewer Utility Fund appropriations. Replaced by four items at the end of the add-on agenda.

Letter transmitting the Abstract of Votes cast in the General Election held Nov. 7, 1995. Approved.

Letter from the real estate assessor requesting confirmation of his appointment of Marc W. Chiffel as Real Estate Appraiser II, effective Oct. 17, 1995, and Chester S. Carr, as Real Estate Appraiser II, effective Dec. 1, 1995. Approved.

REGULAR AGENDA

An ordinance granting a special exception to authorize the expansion of a nonconforming use at 424 Warren Crescent. (Delayed at Nov. 14 meeting.) Approved.

An ordinance authorizing the expansion of a religious institution in a residential district. Approved.

An ordinance authorizing the operation of an establishment for the sale of alcoholic beverages for on-premises consumption at the Norfolk Botanical Garden. Continued to Dec. 5.

An ordinance authorizing the expansion of a religious institution at 448 Glenrock Road. Approved.

An ordinance authorizing a change in use of property at 626 W. Olney Road from one nonconforming use to another. Continued to Jan. 9.

An ordinance authorizing the sale of alcoholic beverages for on-premises consumption at 330 E. 21st St. Approved.

An ordinance authorizing the sale of alcoholic beverages for on-premises consumption at 4640 E. Princess Anne Road. Approved.

An ordinance authorizing the sale of alcoholic beverages for on-premises consumption at 441 Granby St. Approved.

An ordinance authorizing the city treasurer to docket a lien against certain lands or premises for the expenses to abate nuisances. Approved.

An ordinance to cancel the regular meeting of the City Council for the week beginning on Dec. 26 and ending on Dec. 30. Approved.

ADD-ON AGENDA

An ordinance to declare Dec. 26, 1995, a holiday for all employees of the City of Norfolk. Approved, 6-1; G. Conoly Phillips voted no.

An ordinance to repeal Ordinance No. 38,167, relating to the vacation of a portion of Terminal Avenue. Approved.

An ordinance authorizing additional amendments to the option and purchase agreement with Ford Motor Company for the purchase of certain property located in Newton Park. Approved.

An ordinance to amend and re-ordain Section 25-295 of the Norfolk City Code, 1979, relating to parking penalties so as to decrease the fines relating to expired meters and feeding the meter. Preliminary approval on 4-3 vote; Herbert M. Collins, Joseph N. Green and Paul R. Riddick voted no. Second reading scheduled for Dec. 5.

An ordinance to amend and re-ordain Section 1 of the Capital Improvement Program Budget for the fiscal year 1989-90, as amended, so as to decrease the appropriation for the project entitled ``Sewer Main Gravity Line Replacement,'' by $34,305 from $1 million to $965,965, thereby decreasing the allocation for wastewater utility fund projects category by $34,305. Approved.

An ordinance to amend and re-ordain Sections 1 and 2 of the 1992-93 Capital Improvement Program, as amended, so as to decrease the appropriation for the projects entitled ``Sewer Line Insertion Renewal'' by $86,929, from $4,880,700 to $4,793,771, ``Sewer Main Gravity Line'' by $19,286 from $900,000 to $880,714, ``Renovation of Sewer Force Mains'' by $76,154, from $1,100,000 to $1,023,846, and ``Special Sewer and Developer Projects'' by $50,000, from $1 million to $950,000, thereby decreasing the appropriated amount allocated for the FY-93 CIP Wastewater Utility Fund Projects by $232,369. Approved.

An ordinance to amend and re-ordain Section 1 of the Capital Improvement Budget for the fiscal year 1990-91, as amended, so as to decrease the appropriation for the project entitled ``Sewer Main Gravity Line,'' by $229,843, from $1,206,700 to $976,857, thereby decreasing the allocation for wastewater utility fund projects category by $229,843. Approved.

An ordinance to amend and re-ordain Sections 1 and 2 of the 1991-92 Capital Improvement Program Budget, as amended, so as to add one additional project entitled ``Ghent Streetscape Improvements'' in the amount of $974,764, and provide the funds therefore by decreasing the funding for the projects entitled ``Sewer Line Insertion Renewal'' by $142,416, from $2,942,600 to $2,800,184, ``Renovation of Sewer Pumping Stations'' by $136,636, from $1,752,300 to $1,615,664, ``Renovation of Sewer Force Mains'' by $20,453 from $535,100 to $514,647, ``Sewer Main Gravity Line'' by $28,742 from $1 million to $971,258, ``Sewer Fund Contingency'' by $150,000 from $150,000 to $0, and appropriating $496,517 from the wastewater fund balance; thereby increasing the appropriation amount allocated for the FY-93 CIP Wastewater Utility Fund Projects by $496,517. Approved.
