Vice chairman of the Clean Community Commission, Baxter holds titles not only with the commission, but also with Clean the Bay Day, Earth Day and the Storm Drain Stenciling project.
``In a reasonably short time, he has distinguished himself as a leader and motivator,'' the awards committee wrote. ``He is often tasked with insurmountable tasks, and always brings them to a successful conclusion.''
