The City Council took the following action at its meeting Tuesday: (Councilman Pitts was absent)

Ordinance granting the rezoning application of the city of Portsmouth for a comprehensive rezoning for Westhaven and Westhaven Park.

Approved, 6-0

Ordinance granting the request of Hassell and Folkes, P.C., to rezone a portion of Airline Boulevard from light manufacturing M-1-R to commercial C-2.

Approved, 6-0

Ordinance granting the rezoning application of the city for a comprehensive rezoning within Simonsdale from residential RM-75 to residential RS-75 and RT-75.

Approved, 6-0

Resolution granting an amendment to the city's comprehensive Plan Technical Report 1988 to revise statistical information, deferred from the Sept. 11 public hearing.

Approved, 6-0

Resolution granting the use permit application of Mary Staton for residential care facility at 104 Median Circle.

Deferred until Dec. 12

Ordinance to appropriate $388,778 from the Capital Improvements Fund and $48,492 from the Public Utilities Capital Improvements Fund for street improvements in North Truxtun. Streets affected by this project include Armistead Drive, Knox Street and Dahlia Street North.

Motion to award the construction contract to North Landing Line Construction Company.

Ordinance to amend Section 12-143 of the code to expand the Municipal Finance Commission's applicant pool to include person's from all area's of financial services. This would allow expansion of the applicant pool for those positions on the commission to include individuals with experience in all areas of the financial services industry rather than just ``banking services.''

Ordinance to amend Section 12-42 of the code with respect to the write-off of uncollectable taxes and receivables. Currently, accounts less than $300 may be written off. The requested change will also provide that sums which have been owed for more than three years be directly written off. This change will allow the finance department to more expeditiously handle the accounting for delinquent accounts.

Resolution requesting the Virginia General Assembly to amend the City Charter to permit the school board to be elected by the public. In order for the election to be held in May 1996, the General Assembly must amend the charter which now provides that the school board be appointed by the City Council.

Approved, 4-2; Griffin, Clemmons opposed

Resolution to expedite the issuance of the city's general obligation bonds to consolidate four outstanding bond resolutions. By combining the resolutions into one, the total outstanding bonds authorized, but not yet issued, will amount to $52,325,000. No new bonds are being authorized by this resolution.
