Our city parks are going to the dogs. On the last three visits to Bayville Park, I noticed dogs running loose. Their owners may be close by or at a distance. You could see their leashes in their hands, but not on the dogs.
Don't these people understand that there are people who are allergic to the animals? We shouldn't be the ones to run the other way when we see them bounding straight at us.
I know that there is a leash law in the city of Virginia Beach about this.
Why aren't there more people caring for their dogs properly?
